Ukraine’s Criminal Justice System
The history of Ukraine’s police department is quite intriguing while analyzing the criminal justice system of the country. Over the past five years, Ukraine’s law enforcement has been making headlines as the nation tried to transform its criminal justice system. The history of the country claims that the police administration functioned under the Law on Militia. The same Militia unit that was changed to “National Police” in 2015 due to alleged corruption claims. From 1950 to 2015, the Militia played various roles to uphold the law within Ukraine. Some of the tasks vested upon the Militia involved executing criminal sentences, maintaining order in the public, apprehending offenders, providing security to citizens, patrolling the roads for safety, prevention and mitigation of crime, protecting citizen’s rights, and protecting public and private property (Chapkey). It is fascinating how over the years the Militia were alleged to abuse their power and bring distress over the people. The people of Ukraine realized they needed change since their law enforcement was receiving orders from criminalized authorities who gave instructions to harm the citizens. When evaluating the history of the criminal justice system, it is clear that the Militia was a single system within the ministry of Internal Affairs – meaning the ministry in itself may have had corrupt entities as well. However, only the Militia unit was changed by name probably to ease the woes of the citizens. The minister of Internal Affairs would appoint the heads of regional militia who would then appoint the heads of city and district militia. To date, no reforms have been made to the militia subdivisions since the original structure and hierarchies remain effective. The world however is watching closely to see if there are any changes to be made to combat the level of corruption in Ukraine’s criminal justice system.
