Should the United Nations Security Council Expand the Number of Permanent Members?
Your excellency the secretary-general of the united nations, representatives, ladies, and gentlemen’s, I am very delighted speak, and meet such distinguished audience from all over the world. As I begin, according to the united states charter article 23, the united nations security council have fifteen members, ten are non-permanent, and five permanents. Some of the permanent members include the Russian Federation, the united states of America, China, the United Kingdom, and France. The members are balanced and represent all geographical areas. For instance, five of the members originate from Africa, Asia, two from Latin American, two from western Europe, and Eastern Europe (Hosli, and Dörfler, 2020, page 299-320). According to a meeting held late last year, the united nations security council is supposed to undergo reformation and expansion that would enable the countries fit into twenty-first-century realities.
The security council require a change in the structure and functioning, where the unavoidable reformation will be imperative, important, and a bit challenging (Allen, and Yuen, 2020, page 658-665). However, the reformation involves an expansion of permanent members from five to fifteen or twenty members, which was supported by the United Kingdom and the Russian federation. Based on the Russian perspective, the united nation should expand the united nations security council to improve the Russian Federation’s security as a severity. With the expansion of the security council, Russia will strengthen it’s political, economic, and improve its role as a multilateral counsellor of international activities.
On the other hand, Russia aims at promoting international relations by solving global political issues and developing a structure under the united states’ domination and other western countries (Remler, 2020). Russia as among the world largest country, the nation is considered the best in military tactics, economics, and in research-technical (El Ghazi, 2021, page 149-154). Russia’s support on the expansion of the national security council aims to solve problems with international security, prevention, and mediation of regional disagreements, tackle drug trafficking, handle the ongoing ecological issues, such as climate changes, and provide a solution to the issues that face international tourism.
Russia’s national interest is the driving force towards the expansion and reformation of the united nations security (Hosli, and Dörfler, 2020, page 299-320). Some of Russia’s national goals include developing democracy in the country, enhancing territorial integrity, promoting civil peace, stabilizing constitutional regime, and international corporation. The current threats to Russia’s national security require an expansion of the security council, especially from Russia federation (Allen, and Yuen, 2020, page 658-665). For example, the country faces the threat of weakened legal control, spreading of crime, negative economic processes due to political instability, wakening research-technology, social differentiation, and disintegration in the society, ethnic separatism, chauvinism, and ethnic egoism (El Ghazi, 2021, page 149-154).
The decision to expand the united nation security council is under the nations with Veto power, Russia being one (Lalaiants, and Ivanov, 2020, page 15-19). The need to reform the UN security council was initiated by identifying countries that use chemical weapons, such as Syria. German and other countries have provided their concern for being made non-members and not part of the permanent council. According to a meeting held on 2018, the need for reform was due to the violation of veto rights by some permanent members, such as Russia and the united states because of confronting Syria for using chemical weapons (Blokker, 2020, page 47-74). Russia’s interest in the expansion of the council is based on maintaining the status quo, in response to nature, and the country’s geopolitics. On the other hand, the expansion will enhance interaction, and foreign affairs between Russia and other countries, such as Brazil, South Africa and India.
This will be a challenging time for global development, especially in reaching to an agreement, but it will open more opportunities, especially on foreign affairs. I certainly do not have all answers, hence looking forward to work closely with all diplomats from member countries in addressing the underlying issue, and opportunity.
