Introduction
• What is Meaningful Use (MU)
• Meaningful Use is defined as the use of certified electronic health record or EHR software in practices, hospitals, clinics, and by other medical service providers to improve efficiency, safety, and overall quality of care
• 2010 the national committee on health policy and the national committee on health standards were created. These committees designed the meaningful use program which implements 3 legislated stages to complete the goal of implementing interoperable EHR and/or HIT systems in the US and receiving reimbursement incentives (p.20, 288),
• Identify two requirements chosen
• Health Information Exchange
• Medication Reconciliation
• Purpose of the paper
• Discuss the importance of meaningful use
• How MU can be used in healthcare
2. Meaningful Use Components
• Discuss the five pillars of MU and how they relate to quality
• Improving quality, safety, and efficiency while reducing health disparities
• Engaging patients and families
• Improving care coordination
• Improve public health
• Ensure privacy for personal health information
• Briefly describe the components of MU and how they relate to quality
• Stage 1 set the foundation for the Promoting Interoperability Programs by establishing requirements for the electronic capture of clinical data, including providing patients with electronic copies of health information.
• Stage 2 expanded upon the Stage 1 criteria with a focus on advancing clinical processes and ensuring that the meaningful use of EHRs supported the aims and priorities of the National Quality Strategy. Stage 2 criteria encouraged the use of CEHRT for continuous quality improvement at the point of care and the exchange of information in the most structured format possible.
The final rule eliminates the distinction between core and menu objectives; all retained objectives
and measures are required.
• The objectives and measures in Modified Stage 2 are generally based off of Stage 2 objectives and measures (with some accommodations described in more detail below)
• For Stage 1 EPs: Three current menu objectives would now be required. These include:
o Stage 1 Menu: Perform Medication Reconciliation
o Stage 1 Menu: Patient Specific Educational Resources
o Stage 1 Menu: Public Health Reporting Objectives (multiple options)
• For Stage 2 EPs: At least one menu Public Health measure would now be required.

• Describe the overarching purpose of MU guidelines
• provide a set of best practices that enable better point of care for the patient, less errors, and an overall lower cost of service
3. MU in the Improvement for Quality Care Outcomes
• Discuss in detail the identified two requirements and why chosen
• Health Information Exchange
• Medication Reconciliation
• How does the chosen MU requirement affect the practice of an Advance Practice Nurse or Nurse Leader
• Adequate history of patient
• Ensures no gap in care/reducing readmission/ reducing cost and redundancy (p. 431)
• Ensures patient safety/ drug tracking
• Standardized terminologies, also called ontologies (pronounced ont-OLL-uh-jeez) or healthcare system languages, have been designed to describe patient diagnoses, interventions, and outcomes. Standardized terminologies help achieve what is known as semantic (pronounced suh-mantic) interoperability. Semantic refers to “meaning.” Semantic interoperability assures that the terms mean the same thing to different users, and it is this aspect of interoperability that allows the data that are exchanged to be effectively used in clinical care and research.
• physicians who fail to participate in MU will receive a penalty in the form of reduced Medicare reimbursements. Physicians must use certified electronic health records technology (CEHRT) and demonstrate meaningful use through an attestation process at the end of each MU reporting period to avoid the penalty.
• How do they affect the patient and quality outcomes
• Better quality of care/ Continuity of care/ Peace of mind
• to improve communication and coordination of care between patients and caregivers to enhance discharge plans, which directly impacts preventable hospital readmissions = decreased costs (CMS)
4. Implications for Nursing Practice
• How can MU be used in future advanced clinical practice, education, and research
• Research: how medications can react with each other/ side effects/tracking products/supplies, SNOWMED CT
• Education: ensures adequate education and gap filling. Reducing health disparities
• Clinical practice: universal language, updated patient charts, proper diagnostics, referrals
• What strategies can advanced practice nurses or nurse leaders use to ensure that their practice is based on MU to provide and improve care?
