Governments across the globe have adopted the e-government strategy in offering civil services to the citizens to achieve effectiveness and efficiency in the course despite the challenges and barriers experienced. The electronic government entails the use of information technology web-based telecommunications and information and communication technologies to enhance the smooth running of government operation and services to its citizens. The e-government operations have made it easy to handle the bulk of government services thus reaching the largest population and addressing their civil needs. Equally important there are challenges and barriers experienced in the course of using implementing e-government and this project aims at addressing and countering them, The training of civil servant on the use and application of e-government system and application. Additionally, the project will address the e-government, standards requirements and the best practices that need to be adopted in serving the citizens via the e-government as well as handling the day to day challenges experienced in the course of the practice. The project will evaluate the application and use of the e-government within the UAE to enhance service delivery to the citizens. The success of the E-government in the UAE and other nations across the globe is dependent on different factors that need to be balanced and handled effectively to enhance effective and efficient service delivery.
Literature review
The literature review will evaluate the effectiveness of the operations of the e-government despite challenges and barriers experienced. In this regard, according to (Morgeson, VanAmburg and Mithas, 2010) the e-government needs to have a proper structure for its effective operations in meeting the public service and the government needs. The e-government strategy defines the operations of the strategy to be enrolled to ensure that the electronic government policies and strategies are in operation. The government needs to appoint a ministry or a department to spearhead and coordinate the operations and initiatives under the e-government by defining roles and attaching them to different persons and parties. This ensures that different parties have roles under the implementation of the e-government thus completing the operational circuit. Additionally, the structure links all the government services whose services are implemented under the e-government platforms. Therefore leadership and hierarchical operation in the leadership ranks is vital in the effective operation of the e-government as it enhances implementation of policies and strategies, cooperation within the government and coordination in the government departments.
Alhomod et al. (2012) argue that successful, implementation of e-government needs to be backed with best practices, priorities and implementation of a framework to counter different challenges and barriers experienced in the course of the implementation. In this regard, the policies, best practices and strategies need to be set and applied within the confines of the government, citizens and government needs. First communication and operation within the government, business and needs to be coherent and compatible, utilization of adequate knowledge and skills, incorporation of the constructive legal environment, proper budgeting and incorporation of the modern technologies to enhance the operations by linking all the parties involved. On the other hand, implementations framework and priorities need to be considered to ensure that barriers are countered and the e-government strategy remains on the course concerning the set objectives and goals. In this regard, the UAE government agencies need to adopt electronic operations in their activities through exchange and management of government using channels such as the internet and the intranet. Equally important, the government needs to adopt the operational and structural reforms to accommodate e-government operations, adopt a defined legal and regulatory framework ensures that policies and strategies are implemented accordingly. More so, the UAE government needs to invest and develop a reliable and secure infrastructure to implement e-government operations.
E-government implementation needs to be conducted by training the personnel to be involved in the implementation of the projects and further adopt the appropriate standards for e-government implementation. The training of government officials needs to be conducted by adopting relevant and effective training programs (Casalino, 2014). The civil servants tasked with the operation of the e-government need to be conducted by addressing the basic computer training, sensitization of e-government operations and services, advanced programs on computer security, electronic record management, database design system, computer networking, information systems development and implementation. The government officials need to be trained on all aspects of the e-government to enhance its operations. On the other hand, Guijarro (2005) notes that e-government needs to be implemented by observing the best and appropriate standards to enhance effective operation in meeting the citizen’s needs. Standards can be achieved by standardization of ICT components, operations and systems across the government. In this case, the standardization implemented include adopting clear statements of government directives concerning telecommunication and networking, proper coordination of telecommunication and networking, standardized administration and maintenances, enhancing flexibility of tasks among the support personnel, adoption of the appropriate electronic solutions and conducting regular inspection and improvement of the ICT system to enhance the e-government operations. The standardization of process and operations of the e-government enhances uniformity and quality in the delivery of civil services.
Analysis and discussion
The Arab world experienced issues with the adoption of the electronic government to offer government services to the people. In this case, we concentrate on the issues were initially faced in Dubai (Rodriques, Sarabdeen and Balasubramanian, 2016). An empirical case study in Dubai that involved reviewing major websites and interviewing government officials revealed different challenges experienced in the implementation of the e-government strategies and policies. The study revealed that Dubai experienced challenges of e-integration, language issues on the websites, digital divide, and challenges in the uptake of e-government services. This case study enabled the understanding of the key issues affecting the e-government operation in the Arab nations. This fact will be key in adopting holistic strategies to help Dubai and other Arab nations in addressing the different challenges experienced. The challenges can be effectively eliminated by adopting the strategies, best practices and policies as explained under the literature review. The different challenges can be turned around by to issues of success and thus draw a path of successful implementation of e-government in the UAE.
Conclusion and Recommendations
Governments have increasingly adopted the e-government strategies in addressing and offere3ing the civil services to the citizens despite the challenges and barriers experienced. The UAE nations face challenges as seen in the case study of Dubai and such strategies can be adopted by understanding the problems and adopting the most appropriate solutions. In this case, the challenges experienced include re-integration challenges, barriers and difficulty in the uptake of e-government services, digital divide, and low quality of the websites. The challenges can be effectively countered by adopting the best practices in e-government, prioritizing operations and framework implementation, adopting a flexible and effective structure, adopting efficient training requirements, and incorporating effective standards in the e-government operations.
