As part of the American Reinvestment & Recovery Act (ARRA), the Health Information Technology for Economic and Clinical Health (HITECH) Act was created. The HITECH Act created the meaningful use (MU) definition of electronic health records (EHR). One of the primary objectives of MU is to have measurable product goals of an EHR system. It is not sufficient to just have an EHR installed, as the EHR must be able to show contributions to meeting the quality and safety of patient care.
Often times, a health care organization will begin a quality improvement (QI) project that includes the development of a software tool to support the project. Upon completion of the quality improvement project, it is difficult to gain support from the clinical administration to transition the software tool from a project focus to an enterprise-wide production system.
The C-QUAL system was developed several years ago as a “proof of concept” to support a QI initiative to use EHR reports to measure quality indicators in a colonoscopy procedure.
Your job as a project manager is to work with the various stakeholders to create a system request for a new clinical information system to be run in the GI service line on a regular basis for quality monitoring in colonoscopy procedures.
The system request document will be presented to the clinical administration IT oversight committee. The request will explain the sponsor, business need, business requirements and potential value of the project. Include any constraints or issues that should be considered.
