Proposal Paper
Each student shall write a paper that demonstrates the current state of the issues, problems and concerns surrounding the selected issue, and propose very specific policy and procedure changes you believe will mitigate these problems and concerns. This paper should also justify the proposed changes by explaining how they will mitigate current concerns.
Proposed changes should be realistic and reasonably doable.
Are you creating change in the whole issue, or in a very specific portion of the issue? If you only address part of the issue, why is it worth only addressing part of the issue?
What difference might your changes make? Explain in precise detail your anticipated effect of the proposed changes on the current state of the issue.
Proposal topics must come from Okada’s book, Critical Issues in Criminal Justice.” When you have selected a topic you must read the corresponding chapter, and begin your proposal. (I attached the chapter on Race and Crime)
Additionally, you are required to conduct one individual interview with someone knowledgeable about the issue. Interview a practitioner working in the area. I live in Martinsville, Va. You may not interview offenders or victims.
The proposal paper should be limited to no more than 4 pages of text, plus title page and bibliography. Use APA format and in-text citations.
Published articles (academic research, government reports, academic research articles, and professional, practitioner-oriented publications) should be used to support the need for change. Each person is responsible for finding ten (10) unique articles to use in writing this paper.

Introduction-discussion of the current state of the issue and failings of current policies and procedures.
Proposed change(s)
Justification for proposed change: Discussion of the proposed change, demonstrating how these changes could mitigate current failings based on your published sources.
Conclusion
Bibliography: include all published sources in alphabetical order by author’s last name.
