Case Study: Procurement of Consultancy Services

Following recent emergency situation and subsequent recovery and development efforts, Rumbek NGO would like to improve on water and sanitation in the town of Rumbek, South Sudan. The Rumbek NGO recently acquired a grant from the European Union to enhance its institutional capacity. One of the main components of the grant is developing the organization’s logistics plan in line with the donor requirements. The donor indicates that most of the materials should be sourced from the donor countries and some locally. It is envisaged that the logistics plan will enable the NGO plan for the envisaged implementation of the water and sanitation project.

Currently Rumbek NGO is run by an Executive Director and supported by three managers of finance, programs and logistics as senior management team. The head of the logistics unit used to report to the head of finance but of late has been increasingly interacting with the Executive Director as more demands are placed on the logistic function. The program manager has also of late been demanding that he gets briefed on all the issues going on in logistics. The logistics manager thinks that this increased demand from other functions could be reduced by having a clear logistics plan in place that could be utilized in the envisaged project. All the departments except logistics run on a set plan: programs with their program plan, finance with the financial budgets and the organizational plan. These plans follow a well structured departmental strategy, mostly done with the assistance of outside consultants.

In recent past the Rumbek NGO operating environment has changed rapidly. The operations and programs functions are putting more pressure on the logistics unit to procure materials in time for them to function and provide the required services. On the other hand, the Government of South Sudan (GOSS) is in the process of enacting a procurement and logistics legislation that is likely to define who qualifies to be a logistician or procurement officer. This development is likely to impact negatively on humanitarian work there since most of those carrying out logistics work do not possess formal logistics qualifications. This impending challenge, coupled with lack of suitable sources of supply in South Sudan fundamentally changes the way procurement and logistics will be done in most NGO and public entities. It also complicates the procurement process given that most materials would in the foreseeable future be sourced from Uganda and Kenya.

Within Rumbek NGO there are three logistics staff and all of them except the head of the department are not professionally qualified in logistics, and in-fact were posted to the unit from other departments within the organization. The logistics function does its best to handle the requirements as they come through but it is quite evident that they cannot cope given the number of manual transactions they have to go through every day. The logistics plan needs to be presented to the EU in 55 days, otherwise Rumbek NGO risks losing the line of credit.

Rumbek NGO now requires the services of an experienced logistics consultancy firm to not only assist in developing the initial logistics plan but also train and create capacity within the organization to handle forward planning processes. You reckon that the firm to be selected should possess certain technical qualifications. The technical evaluation criteria will be as follows:
a) A professional logistics firm with strategy capability (30%)
b) Proposed staff preferably at masters level (40%)
c) At least twenty similar projects undertaken elsewhere (10%)
d) A suitable work-plan and timelines (10%)
e) General know-how of humanitarian logistics (10%)
After initial Expressions of Interest from several applicants, four firms were invited to present the technical and financial proposals. Your group is part of the technical evaluation committee and after determining that the financial proposals are complete and without computational errors, will proceed with the financial evaluation.
The lowest financial proposal (Fm) is given a financial score (Sf) of 100 points. The formula for determining the financial scoring is: Sf = 100 x Fm / F where Sf is the financial score, Fm the lowest price, and F the price of the proposal under consideration.

Finally, the proposals will be ranked according to their combined technical (St) and financial (Sf) scores. The firm achieving the highest combined technical and financial score will be invited for negotiations and possible award of contract. On the bid submission date, the technical proposals were opened and the results were as follows:

c) For each consultant, sum up the technical and financial scores and determine which firm competitively wins the consultancy. ( 15 marks)
