Research and decision making is a critical area in the Institution of higher learning. Colleges have the role to ensure they make decisions that will enhance their growth and relevance in the competitive environment. On the other hand research is important in ensuring the growth of colleges. In recent times more focus has been on utilizing big-data in research and decision making as a result of development of new technologies. The application of big data is more relevant as a result of development of artificial intelligence and machine learning in ensuring growth of colleges. The big data and analytics is an important area of consideration while making strategic decision in higher learning institutions. The faculty of administration is the major target for application of the technologies. The daily decision making impacts the future growth of the institutions as well as the students especially in admitting the students, monitoring the plans, and hire the staff. Data driven for decision making becomes successful by establishing clear goals for achievement. The decision-makers concentrate on the process of goal analysis as well as how the researched information will be utilized in making decisions.
To accomplish the utilization of the data-driven technologies in the research process to facilitate decision making, I spoke with the client who provided more insight into how technology can be utilized in institutions of higher learning. Some of the questions for the client were. How will technology be utilized in college? What are the functionalities and requirements? On which platform will the technology run? What are the possible issues that might affect implementation of the technology? What are the security measures required for the technology?
The application of current technology is of significant use especially in transforming colleges in terms of decision making. The client recognized the importance of integrating technology, especially in the administration departments. The client demonstrated how institution of higher learning should be data driven. Data driven technologies helps colleges to store all the necessary data and well as linking them to data warehouses. The automation process allows a simple way of analyzing data that are difficult with the current system. The utilization of the technology in the administration of colleges has a positive impact especially in enhancing better performance. By using the data the performance and streamlining of the processes are improved. The performance is analyzed to address the current problems in an easy and quick way as compared to traditional methods. On the other hand, the use of technologies makes the colleges more profitable. The college will be able to make quality decisions and constant improvements as well as better predictions as compared to the competitors. Additionally, the administrators will be in a position to make faster decisions that helps in solving the problems.
The client’s main ideas on the implementation of the technologies focused on the privacy and governance of the data. The client recognized the importance of ensuring high security of data by enhancing privacy. The technologies are used in analysis and delivery of real-time data but it is critical to balance between the potential benefits of the data and the rights to privacy. For the project to be successful the data should de-identified, encrypted, and the regulation that controls the access of the data. The technology is expected to run on robust platforms and databases that can hold big data. In addition, other technologies such as cloud computing can be incorporated to ensure that colleges benefit maximally from the technology.
The model for use in this project is called the Data-Based Decision Making Model. The client time frame will be dependent on several factors which include availability of all the requirements, the availability, and skills of the specialist, the design process and its complexities, availability of the resources and the cooperation of the project team. The time frame is expected to be approximately four months. During the period, the following requirements will be accomplished; the definition of project objectives, definition of the requirements, conceptual modeling, system development, training of staff members on how to utilize the new technology and testing process. The budget of the project is estimated at $2000000 with most of the resources directed to acquiring the equipment and security measures.
The Data-Based Decision Making model will be utilized in the implementation of data-driven technologies in the college.

The new-model for adoption (Data-Based Decision Making Model) is more advanced as compared to the current model because of advanced functionalities. The new model is likely to take more time as compared to the current model because it involves several steps that should be developed. It is also costly as compared to the current model because it requires high amount of resources to purchase the recent databases, equipment training of the staff. Additionally, the data-based decision making model requires sophisticated tools and technology to enhance its relevance because it is defined in the current environment of technological change. To accomplish the model, there is need for training of cybersecurity experts and specialists who will assist in guarding the data. The large amount of data is dependent on the sophisticated methods of storage, accessing and sharing of data as well as utilizing it in decision making. The current model is more advanced and robust compared to the current model. On the other hand, the model used can only accommodate certain kinds of data but not big data.

The warranty for the supplied equipment as well as training shall be for a period of one month after which it expires. During the period, the supplier will be required to read and comment on the proposal. Finally, the client will have a decision to reject or accept the project proposal. However, on rejecting the proposal the client will clearly outline the reasons.
Finally, after ensuring that all the requirements are met, the project will be submitted to the client in the form of a report. The client will have time to read and consult the project. The organization should ensure that the project corresponds with the objective, mission, and vision of the college.
