The implementation plan for inmates with mental illness requires partnership and support from various individuals and institutions. One of the partnerships requires is the healthcare institutions for effective collaboration (Drakeford, 2019). The healthcare institutions will provide significant support to the criminal justice system. Healthcare organizations will provide the health expertise needed in the diagnosis, treatment, and follow-up plans. In the healthcare sector, it is important to partner with nurse practitioners and mental nurse practitioners (Farrell, 2018). The focus is to ensure the project has a team of specialized professionals with the capacity to diagnose conditions effectively and offer therapeutic services. For instance, inmates suffer from anxiety and depression which can affect the rates of recidivism (Galanek, 2015). Another form of partnership is with the social workers in the state. Social workers strive to eradicate the wrong behaviors in society. For instance, some social workers work with individuals and families to deal with the issues affecting teenagers and adults.
Society plays an important role in dealing with mental illness among inmates (Holt et al., 2005). It is vital to educate the members of society about the nature of the inmates and the support they require. The society will include family members who have been imprisoned. The family members will affect the outcome of an individual after completing their term of imprisonment (Karim et al., 2019). The partnership and support of the stakeholders will make a significant change in addressing mental illness among inmates.

The project implementation plan will include resources that are necessary to implement a successful inmate wellness program. The first group of resources is the human capital that involves personnel. The personnel should comprise the number of people who will volunteer to register the affected inmates. The program will start by educating 30 correctional officers to ensure they educate the inmates on the program and the need for mental health checkups and treatment.

Communication will be vital for the success of the program. One of the channels of communication is the use of emails and telephone calls to various correctional facilities across the state. The objective is to mobilize the required 30 correctional officers to participate in the program. Another method of communication is the use of memos. Internal memos will be used at Methodist Hospital of Chicago to circulate among the healthcare practitioners. Another method is the training of the officers in a seminar. The officers who volunteer will receive training at Methodist Hospital of Chicago. Training will involve in-person and virtual meetings. Virtual platforms such as Zoom and Google Meet will be essential to cater to the officers who are engaged in the various program. The program will encourage the training to be virtual due to the current risk of transmission of the virus.
The communication to the inmates will be done through in-person sessions. Therapeutic sessions require individuals to be present. Practitioners can analyze the facial expression, emotions, mood, and behavior of an inmate to determine the mental illness.
Competing Demands
The competing demand is the fight against the coronavirus pandemic. Healthcare facilities are focused on addressing the pandemic by taking care of the surging number of patients. In some cases, it can be hard to find the personnel to volunteer for the program. The correctional officers can be adamant to participate for fear of transmission of the virus. Another competing demand is that the local, state, and federal agencies are focusing on vaccination drives. It would require extra effort to convince some agencies such as the healthcare department that a mental health program is vital.
Anticipating Unknowns
An outbreak in the targeted correctional facilities can undermine the participation of the officers. In case of an outbreak of coronavirus, it would be difficult to get the target number of officers. Negative attitudes of the inmates against treatment that focuses on their behavior can undermine the success of the program. Lack of the necessary funding due to budget shortfalls at the various government agencies can undermine the success of the program.
