Improtance of Reproductive Health Rights and need for Legislative Intervention
Principally, the subject of reproductive health is central to the american people. This is an important justification in the sense that the current government regime should consider enacting legislations which will accord freedom to women as a vulnerable group to make decisions on their lives (Owusu-Frimpong, Nwankwo & Dason, 2010). In particular, the support of abortion would be a prudent matter in completing the implementation of the “Global Gag Rule” hence allowing for more funding from foreign agencies.
Roles of nurses in setting agenda for access to reproductive health
Nurses have the capacity to influence the debate on reproductive health rights since the nursing profession is based on human health and fostering science of human care (Owusu-Frimpong, Nwankwo & Dason, 2010). In order to achieve this objectives, it is essential to have policies that define the role of nurses in setting the health care agendas:

Describe the administrative agenda focus related to this issue President Richard Nixon contributed to the progess of reproductive health in the US through the enactment of the Helms Amendment. This statutory regime came into force in the year 1973 and it served as a critical pointer of the funding alternatives which are not outlawed for reproductive health practices within the US.

Obama administration supported issues of healthcare by eradicating traditional barriers which hindered women from exercising their reproductive rights within the US. The enactments under this regime sought to create more freedom for women to use their conscience in matters of reproductive health such as issues to do with abortion. This position is a clear departure from the conservative ideals embraced by the Nixon administration through which funding on abortion trhough foreign agencies was largely restricted hence curtailing the freedom of women. The Trump administration’s agenda on issues of reproductive rights appear to be regressive in the sense that the enactments and directives under this regime curtail rights of women. In particular, this scenario is evident in domestic restrcition where people cannot make decisions on reproductive health in their homes without the interference of the government. Under this, the administration seeks to push for the enactment of laws which will prevent women from carrying out abortion.
Allocation of financial and other resources to this issue In particular, the adoption of Helms Amendment restricted the use of foreign funding in support of abortion practices within the country. The funding was done through the subsidies by the federal government

The lifting of the ban on the “Global Gag Rule” in the year 2009 allowed foreign agencies and other notable international players to fund abortion and other reproductive health practices in the US. This administration has sought to exclude the operations of the “Global Gag Rule” in order to impose further restrcition of abortion. Matters of reproductive health are currently funded by foreign agencies as well as subsidies by the government of the US
Notes on Administration’s approach to the issue Under Nixon administration, the use of reproduuctive health as the basis for family planning was restricted.

The Obama administration was at first skeptical in confronting the unfair impositions under the Helms Amendment which restricted the rights of women who belong to the vulnerable category to make decisions about their lives. This administration remains uncertain on the best step that should be adopted to fill the gap in matters of reproductive health.
