Statement of Commitment to Scientific Integrity
The federal statistical system’s scientific integrity is a vital aspect of making governmental decisions and support operations since the reports are objective and credible. Decisions making in government are vital as it determines the success or failure in government operation; thus, statistics used to arrive at decisions must be objective and credible (Principle Statistical Agencies, 1). In this regard, there is an array of federal statistical agencies tasked with collecting and analyzing data for statistical reasons in the interest of scientific integrity.
The success of statistical agencies related to operational practices, professional standards, and principles ensures that statistical activities are quality, credible and with a great sense of integrity. In this regard, the principles adopted in the statistical agencies are directed to enhancing strategic planning, effective daily operations and excellent interaction with the stakeholders (Principle Statistical Agencies, 3). The different principles to be employed include information objectivity, professional credibility, trust from the sources of information and great independence. Consequently, the agency’s best practices are geared to ensure that goals and objectives related to statistical activities are attained (Kafadar, 19). In this case, the best practices entail a clear and defined mission, continuous data development, openness concerning the source of data, increased data dissemination, data user cooperation, fair treatment of data providers, quality commitment and adherence to professional standards, active research operations, constant professional development, excellent internal and external evaluation program and statistical agencies coordination and cooperation.
Additionally, the statistical policy directives and standards are modeled to preserve and uphold transparency, utility, and objectivity. The statistical policy directive and standards are released and disseminated through statistical policy directive number 3 directed towards preserving time value, reaching an optimum point between timeliness and accuracy and drawing a line between policy-neutral release and its interpretation (Principle Statistical Agencies, 4). The statistical policy directive number 4 establishes procedures for data release and data quality. Moreover, standards and guidelines for statistical survey 5 are used to ensure that technical and managerial practices are observed. Additionally, the information quality guidelines are attained through the effective adoption of best scientific methods.
Therefore, the federal statistical system integrity is an issue of concern to ensure that the right governmental decisions are adopted. The integrity in the statistical system is attained through principles, practices and standards.
Economic Census
The Economic Census establishes the measurement of United States businesses and the impact they have on the economy. The Economic Census is made possible through extensive collection statistics on businesses, thus enhancing the economy’s understanding. The statistics record data from millions of businesses, and thus to ensure the correctness and integrity of the findings, quality data must be collected from all the relevant businesses. The successful conduct of economic census for decision making concerning the economy needs to ensure that the survey is quality by incorporating different aspects such as legal authority, confidentiality, planning criteria, and data dissemination.
The adherence of authority and confidentiality in conducting the survey is captured under Title 13, United States Code section 131. The statute authorizes the survey’s conduct by urging the different businesses to be engaged in the survey by answering different questions. The questions can be presented directly through questionnaires. Additionally, the statues assure the business owners that their confidentiality will be observed, thus encouraging them to engage in the survey exercises.
Data produced from the Economic Census have a wide range of advantages to the community and businesses to enhance decision making for the future. In this regard, data enables programmatic decision making; data enhances economic accuracy and estimates, establishes business facts, and enhances deciding on capital investment, product development and operating sites.
Effective planning criteria are required in the conduct of the Economic Census for success in the operations. The internal and external government experts and professionals guide the federal government on the appropriate criteria to follow. In this regard, the criteria are working with public advisory committees, companies, associations and federal data users in conferences to gather information for the Economic Census.
Data Dissemination takes the release of statistics to the public and other interested parties. The statistics released include the number of business establishments, Total First Quartet Payroll, Total Annual Payroll, Total number of Employees Revenue and Primary Business Activity. The statistics are vital in establishing the state of the economy concerning existing business operations.
